Ken Nishiyama Atha
Regional Administrator
Occupational Safety and Health Administration (OSHA) in San Francisco

Ken Nishiyama Atha was appointed as Regional Administrator for the Occupational Safety and Health Administration in San Francisco by the Secretary of Labor on April 27, 2008. Atha is responsible for administering the OSHA safety and health programs in Arizona, California, Hawaii, Nevada, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands (CNMI). He has direct responsibility of the safety and health enforcement for federal workers, maritime operations, and private sector workers in the territories as well as sites with exclusive federal jurisdiction. With the Mission to protect all workers from injuries, illnesses and fatalities he leads a diverse team of professionals to ensure the State Programs provide workplaces that are free of recognized hazards and that workers have a voice in the workplace.

Prior to his appointment as Regional Administrator, Atha was the OSHA Area Director in Mobile, Alabama with the responsibility for managing the day-to-day operations of the federal program there. In that position he led a team to develop the Maritime version of the OSHA 10/30 Hour Training courses and the Hurricane Katrina response there. He also served as Acting Deputy Regional Administrator in OSHA’s Philadelphia region, as well as Area Director in South Carolina and Assistant Area Director in Appleton, Wisconsin. Atha began his Department of Labor career in 1997 as a Safety Specialist with OSHA’s Milwaukee Area Office.

He is a retired veteran with 23 years of service in the Air Force and Air National Guard. During this time he deployed in support of Desert Storm, Desert Shield, Operation Allied Force, and Operation Enduring Freedom in locations such as Kuwait, the United Kingdom, and France. His last deployment prior to retiring was in support of Operation Deep Freeze in Antarctica.

Atha received his Bachelor of Science Degree from Mount Senario University, has an Associate in Applied Science Degree in Safety, and is also a graduate of the Federal Executive Institute.


Bill Bankhead
Compliance Assistance Specialist (CAS)

Bill has been the Compliance Assistance Specialist (CAS) in the OSHA Boise Area Office since July 2002. Working cooperatively with the Idaho Associated General Contactors, the Associated Builders and Contractors, and local chapters of the Building Contractors Association, Bill has conducted numerous training sessions and outreach events in residential fall protection and hazard recognition for the construction industry.

He has worked closely with URS to establish and implement the Safety Fest of the Great Northwest training programs in Boise, Post Falls, Twin Falls, and Pocatello, Idaho.

The American Road & Transportation Builders Association Transportation Development Foundation (ARTBA-TDF) formally recognized Bill, the Idaho Transportation Department (ITD), and Connecting Idaho Partners for their collective efforts in providing training in Work Zone Safety for ITD and road construction employees.

Bill has also conducted Voluntary Protection Program audits at the Puget Sound Naval Shipyard and the Bangor Washington Submarine Base, as well as in the phosphate industry. Prior to becoming the CAS, he served as an OSHA Compliance Safety and Health Officer for six years. During this time, he conducted hundreds of safety and health inspections in the areas of construction, general industry, and logging across the state of Idaho.

Before joining OSHA, Bill served 14 years on active duty in the U.S. Army as an Armor Officer and was stationed at installations across the continental United States and completed two three-year tours in Germany. In 1993, he left active duty and joined the Idaho Army National Guard. In June 2007, Bill returned from a voluntary 16-month deployment to Afghanistan in support of Operation Enduring Freedom. While there, he worked with ambassadors and defense attachés from five countries, several non-government agencies, numerous coalition senior military officers and civil servants, and high-ranking Afghan government officials in order to establish and run Afghanistan’s first Army War College for senior Afghan officers. Bill is a Brigadier General and has over 33 years of commissioned service in the US Army.

Bill has a BA from Columbus State University, Columbus, Georgia and a MA in Strategic Studies from the United States Army War College.

Jose Benavides has over 25 years experience in the Occupational Safety and Health, Workers Compensation, and Loss Control fields at the state and federal level. In his current position as a Safety and Health Manager at the OSHA Oakland Area Office he administers the Regional Diversity Outreach and Safety and Health program. Prior to joining OSHA, Jose served as Safety/Loss Control Consultant, District Safety/Loss Control Manager and Regional Field Services Manager with the state California. He holds professional designations as a CSP (Certified Safety Professional) and ARM/P (Associate in Risk Management, Public Entities) and is a qualified bi-lingual OSHA Construction Outreach Trainer.

Laura Boatman

Laura Boatman is a Project Coordinator and Trainer responsible for implementing health and safety training programs for construction unions and contractors throughout California. Over the past 11 years with the SBCTC her programs have included: Tailgate Training for California Construction Workers, Preventing Strains and Sprains in Construction, Hearing Loss Prevention, Focus on Safety: Preventing the Top Four Construction Fatalities. Previously Laura worked on a 2-year Ergonomics Training Project for the California Labor Federation. She is dedicated to working with labor and management to promote worker safety and develop effective training strategies that are interactive and engaging. She holds a B.A. from the University of California, Berkeley. In addition to her training programs, Laura recently conducted a study project through a grant from the Center for Construction Research and Training on the topic of ergonomics in construction.

Background: Dan joined DuPont in 1990 where he has held a number of positions with various DuPont business units. During his tenure with DuPont his roles have included; technical marketing/product support specialist, market development manager, product manager, regional sales representative, and regional channel manager. In addition to these positions Dan has also been extensively involved with research and development and been a key member and leader of many new product introduction teams. He is currently the United States technical marketing specialist for DuPont Personal Protection, a business unit that provides protective apparel for industry, law enforcement, fire service, and military applications.

Brandon J. Brazil, PE, received a BSEE degree from the University of Washington in 2003 while specializing in power. He is currently a Team Leader for the North West Region of the Power Systems Engineering group with Eaton Corporation in Bellevue, WA. For the past five years, Mr. Brazil has performed Short-Circuit and Protective Device Coordination studies, Arc Flash Hazard Analysis and training, and Power Quality investigations as a Power Systems Engineer. In addition to Mr. Brazil’s power studies and training work, he has additional key roles with the Power Systems Engineering group including Chair of the Standard Report Committee and is a member of the Arc Flash Committee. Mr. Brazil is an IEEE member, a licensed Professional Engineer in Washington, and an approved Continuing Education Course Instructor in Washington, Idaho, and Oregon.

Channing is the Safety, IH and Emergency Services Manager for Micron Technology Treasure Valley Operations. He has 14 years experience in manufacturing related safety. Previous work experience includes:

Andy Bull

I am currently 60 years old. I worked in the family business during high school and college summers.

I was born and raised on the Peninsula. I went to school in Belmont K-12. I went to College of San Mateo for one year. I was given a scholarship to play football for a small Christian Liberal Arts school in Southern California, Azusa Pacific College. I graduated with a major in physical education and a minor in Bible lit.

After graduation I worked full time for a “consulting” ministry focused on youth ministry for the Lutheran Church. I latter took a job as a youth minister at a church in Southern California. I worked there two years.

My father and uncle wanted me to come back to the company. In February 1978 I started full time at CH Bull. I swept floors, drove truck, cleaned shelves, and learned the business from the ground up. My cousin and I are both 3rd generation owners of the company today with 34 and 30 years of experience.

In the last few years CH Bull has seen a need for developing a new division focused in the area of Safety solutions. Our focus is in the areas of fall protection systems, confined space systems and vertical climbing systems. I am a member of the American Society of Safety Engineers and the International Society of Fall Protection. I am certified by 4 manufactures to install 9 different life line systems. As a distributor with our contractors license, CH Bull is able to offer full turn key solutions for fall protection systems including risk assessment and site evaluation, engineering, manufacturing, products for solutions, installation, training, and we also assist in writing a customers OPOS.

One of my passions is to be in front of people teaching and making a difference in peoples lives. My goal in sharing the knowledge I have gained in these areas is to hopefully make a difference and help to prevent one of the 100’s killed and 1000’s injured each year in the work place due to falls.

Troy Byington has over 25 years of experience in the Mining and Construction field with the majority spent as a Safety/Loss Control Manager. He holds training credentials as an instructor for (MSHA) in surface mining, first aid, and underground since 1998. He has been an (OSHA) construction qualified trainer since 2000. He also has experience and training in Mine rescue, fire fighting, and radiation technology; (CAOHC) hearing conservation, Project Management, HR. In 2009 he completed his (STS) Safety Trained Supervisor certification in Construction and Mining from (CCHEST).

Troy spent 13 of the 25 years with Newmont Mining in Nevada during his tender at Newmont he held numerous positions in Safety, HR, Mine Maintenance and Process Maintenance. After Newmont Troy returned to Idaho too work for Atlas Mechanical/Intermec as their Safety Manager. During his time with Atlas he was appointed to the board of directors of the (IAGC) Idaho Association of General contractors. Troy spent the next years working as a Corporate Safety Manager for Hansen and Rice before accepting a position as Safety Manager for RAM Enterprise in Arizona.

Rick is the Safety Training Director for URS Corporation. He holds an A.A.S. in Occupational Safety and Health from Trinidad State Junior College. Mr. Callor has been a Safety and Health Professional for the past 33 years in Mining, Construction and the Environmental Restoration Businesses. He obtained the Safety Trained Supervisor in Construction in 1999 and has since obtained his CSP Certification from the Board of Certified Safety Professionals. Mr. Callor is also an authorized Occupational Safety and Health Administration (OSHA) Instructor and an Instructor Trainer in all aspects of mining with the Mine Safety and Health Administration (MSHA). Mr. Callor was elected as President of the Board of Directors of The Council on Certification of Health, Environmental and Safety Technologists (CCHEST) for 2009 after serving on the Board for 6 years. He resides in Eagle, Idaho.

Rick Charbonneau is a 1975 Field Construction Boilermaker Apprenticeship graduate with journeyman Master Mechanic certification. (1975 – 1988) He held various positions on the Hanford Reservation. To include Preventative Maintenance Superintendent, Field Construction site general foreman, and Quality Control welding inspector. (1988 – 2007) He worked as a millwright in an aluminum smelter. Progressing to the position of Maintenance Manager. (2007 – 2009) He held the position of Maintenance Superintendent. Overseeing the activities in a small log mill, log yard, and plywood plant. (2007 – Present) He holds the position of Operations Manager for two machinist shop repair facilities in Idaho and Washington. For over 25 years Rick Charbonneau has been conducting employee Lockout Tagout training, program development, and implementation. Additional he has been a certified mobile crane and rigging instructor.

Richard Fairfax was named to his new position by Assistant Secretary David Michaels where he began his duties on April 5, 2010. As Deputy Assistant Secretary, Mr. Fairfax is responsible for supervision of the work of the Occupational Safety and Health Administration’s 10 Regional Offices across the country and the Directorates of Enforcement and Construction. Immediately prior to this position, Mr. Fairfax served as the Director of Enforcement Programs and Acting Director of Construction Programs for OSHA. A certified industrial hygienist, he has worked for OSHA for 32 years as a field industrial hygienist, regional industrial hygienist and as a senior industrial hygienist before becoming Director of Enforcement Programs. Mr. Fairfax also writes a column and serves on the Editorial Review Board for the Journal of Occupational and Environmental Hygiene.

Richard is our primary accident investigator and liaison with the various OSHA and Mine Safety offices in our working arena. Richard works for the clients dealing with OSHA for Partnership program admittance and compliance penalty abatement issues. He provides consulting services and training in the various Safety and Health regulations for business and construction companies, as well as disaster preparedness for business and industry.

Jermaine Galloway

Officer Jermaine Galloway has been an Idaho law enforcement officer since 1997 and began working for Boise Police Department in 1999. Jermaine has more than 9 years experience in underage drinking, drug and alcohol enforcement. Officer Galloway has worked several different assignments, including: crime scene investigation (CSI), DUI task force, officer mentoring, and as a field training officer. After playing Division One basketball, Jermaine received his BA from the University of San Francisco.

Jermaine has coordinated and led hundreds of alcohol related initiatives. Jermaine is also an Idaho POST certified instructor in alcohol beverage laws, community policing and hate & bias crimes. He currently provides training on alcohol and drug trends, party patrols, alcohol over service, compliance checks, party drugs, Fake ID's, drug concealment, alcohol and energy drinks, synthetic drugs, alcohol laws and other community based alcohol initiatives. Galloway also spends much of his time speaking to youth on the harms of underage drinking, drug abuse and tobacco.

In 2009, Jermaine received the National Law Enforcement Partner of the year award from (OJJDP) Office of Juvenile Justice and Delinquency Prevention.

In 2010, Jermaine received the National Mickey Sadaoff Underage Drinking Award from the director of (MADD) Mothers Against Drunk Driving.

Terry Gammel, teaching for the Idaho Division of Professional-Technical Education’s Emergency Services Training Program, has been in fire service for 15 years. He holds positions with the Regional Hazardous Materials Response Team 3 as a team leader, Idaho's Type 3 All Hazard Overhead Team as a Planning Sections Chief, and for the state as emergency services instructor for a multitude of classes. The Idaho Division of Professional-Technical Education’s Emergency Services Training Program provides emergency responders with the knowledge, skills, and attitudes necessary to safely and efficiently perform their roles as protectors of life, property, and the environment within the State of Idaho. EST administers Idaho’s Firefighter Certification program, currently offering IFSAC accredited certifications for Fire Fighter I and II, Fire Apparatus Driver/Operator - Pumper, Hazardous Materials Operations, Fire Instructor I, and Fire Officer I.

She is a nationally certified Substance Abuse Program Administrator. Marcie Goodman has worked as a Safety Manager and EMT on a number of large earthen dam and Bureau of Reclamations projects including the largest earthen dam in the U.S (7-Oaks Dam). She then took an Associate Safety Engineer position with the Cal/OSHA, Mining and Tunneling Unit conducting compliance inspections at surface mines and construction tunnel projects. After a few years in the field Ms. Goodman was promoted Sr. Safety Engineer in charge of the Mine Safety Training Group. There she expanded the Training Group and worked with MSHA on a grant for mine safety training. Under her leadership the Cal/OSHA Mine Safety Training Group provides mine safety training free of charge to approximately 3000+ miners annually.

Charles Greear

21 year police officer and 10 year veteran of the Idaho State Police. He is also currently assigned to the patrol division in Coeur d’Alene, Idaho, as a Master Corporal. In addition to his patrol functions, MCpl. Greear is an ACTAR Accredited Crash Reconstructionist, a Breath Testing Specialist, a Drug Recognition Expert, a Field Training Officer, and a Standardized Field Sobriety Test Instructor with the Idaho State Police. MCpl. Greear has a Bachelor of Science degree in Chemistry and a Master of Science degree in Inorganic Chemistry. He has worked as a Metallurgical Engineer specializing in metallurgical applications and has also taught Chemistry at the University of Nevada, University of California, and Truckee Community College. As crash reconstructionists, both Tpr. Ashby and MCpl. Hugh Hoagland is one of the foremost trainers and researchers in electric arc protection. His NFPA 70E and OSHA 1910.269 Training Programs are used by many Fortune 500 companies and governmental agencies including Alcoa, GM, Toyota, Bechtel, DOE, and hundreds of electric utilities.

Hugh has performed and developed testing (by original research and participation in ASTM, NFPA, ANSI, CSA and ISO standards groups) for the electric arc since 1994 and has performed over 25,000 electric arc tests on clothing, faceshields, fall protection harnesses, personal protective gear and rainwear. Hugh holds multiple patents on devices protecting workers from electric arc and has multiple inventions in the area all owned by manufacturers.

He began his pursuit of a college education by attending classes at Los Medanos Community College while continuing to work in the Bay Area. Monte Stiles served his entire professional career of 28 years as a state and federal prosecutor. For the past 24 years, as an Assistant United States Attorney for the District of Idaho, he supervised the Organized Crime/Drug Enforcement Task Force – a group of agents and prosecutors who investigate and prosecute high-level drug trafficking organizations, including Los Angeles street gangs, Mexican cartels, and international drug smuggling and money laundering operations. Working closely with foreign, federal, state and local law enforcement agencies, Monte has traveled extensively, including multiple trips to Hong Kong and Thailand, and travel to Fiji, Canada, and other countries. In 1995, Monte completed a six-month detail for the Department of Justice in Washington D.C. where he served as Special Counsel to the Director of the Executive Office for U.S. Attorneys. His primary assignments involved domestic terrorism, violent crime, juvenile justice, and narcotics. As a result of his expertise, Monte has taught advanced narcotics and money laundering for the National Advocacy Center in Columbia, South Carolina. He has also been an instructor at numerous international crime seminars, teaching prosecutors, judges, and police officers from Lithuania, Poland, Hungary, Estonia, Latvia, Slovakia, Bulgaria, the Czech Republic, Romania, Montenegro, and Croatia.

One of his proudest personal and career achievements was the organization and implementation of the statewide "Enough is Enough” anti-drug campaign which produced community coalitions in every area of Idaho. In addition to the prosecution of drug traffickers, Monte has been a passionate drug educator and motivational speaker for schools, businesses, churches, law enforcement agencies, and other youth and parent organizations.

Over the past 28 years, Monte has been recognized by various groups for his role in drug prosecutions, drug education, and other community service, including: (1989) an award from the U.S. Department of the Treasury in “recognition of dedication and commitment to the effective enforcement of criminal statutes relating to financial crimes”; (1990) the Idaho Department of Law Enforcement Director’s Award for “exceptional contributions to Idaho’s drug enforcement efforts”; (1995) the United States Department of Justice award for volunteer service in the community; (1996) the Attorney General’s Award for Participation in Litigation; (1997) the Boise River Festival “Pride of Boise” award; (1998) the Organized Crime/Drug Enforcement Task Force award for “outstanding efforts that have materially contributed to the attainment of the highest standards of cooperative law enforcement and justice in the United States of America”; (1999) the Organized Crime/Drug Enforcement Task Force award for “outstanding support, leadership and dedication to the Organized Crime Drug Enforcement Task Force Program”; (2001) the Association of Idaho Cities Boyd A. Martin award “in recognition of exceptional contributions benefitting city governments in Idaho”; the “Seven’s Heroes” award presented by KTVB (NBC’s affiliate television station in Idaho); (2007) recognition from Drug Free Idaho for work in drug prevention and education; (2009) a national Organized Crime/Drug Enforcement Task Force award for Operation Northern Passage; and (2011) the Idaho State Bar Professionalism Award for “outstanding cooperation, respect, diligence, candor and competence" in the practice of law.

Monte received his bachelor’s degree from Brigham Young University. He served a two-year mission in Korea for the LDS Church before completing his law degree at J. Reuben Clark Law School in 1982. In his personal life, Monte has served as a commissioner on the Boise Parks and Recreation Board, as a Scoutmaster, Varsity Scout Advisor, and Explorer Post advisor for a local Boy Scout organization, and as an adjunct professor for 10 years in the Criminal Justice Department of Boise State University. Because of Monte’s passion for nature and wildlife photography, his images have been featured on the cover of magazines and in articles about the great outdoors, which has led to other opportunities as a highly sought-after speaker on the subject of photography, with recent presentations in Phoenix, Arizona, Albuquerque, New Mexico, Portland, Oregon and Hudson, Massachusetts.

Currently he is the ES&H Manager for URS-Signet Testing Labs covering the state of California, where he oversees 100+ field inspectors at many different locations. He holds a Bachelor of Science in Safety and Environmental Management from Slippery Rock University of Pennsylvania. Mr. Wetter is an Associate Safety Professional, a Construction Health and Safety Technician, and a Safety Trained Supervisor. He is currently pursuing his Certified Safety Professional certification.

Ellen Widess

Chief of Cal/OSHA
Ellen Widess was appointed by Governor Brown as the chief of Cal/OSHA in April 2011, the first woman to hold this position. In this role, oversees field inspectors, medical, research and standards and legal staff responsible for the health and safety of California’s 17 million workers. Widess has extensive health and safety experience, including her previous role as chief of Cal/OSHA’s Pesticide Unit, director of the Texas Pesticide Program and director of Worker Health and Safety Training and Workers’ Compensation for the University of California, Berkeley. She has taught occupational health and safety law at the University of Texas and environmental law and policy at the University of California, Berkeley. As director of health policy for Children’s Advocacy Institute, she was instrumental in expanding access to health care for all California children, and protecting them from environmental health hazards. Widess founded and directed Lead Safe California, a nonprofit organization dedicated to building consensus in California about protective standards and policies to prevent childhood lead poisoning, protect workers and preserve affordable housing. She also authored recommendations to Federal OSHA and CDC/NIOSH on reform of the nation’s child labor laws. Prior to becoming the chief of Cal/OSHA, Widess was the senior program officer at the Rosenberg Foundation, and supported policy advocacy aimed at improving the labor rights of low-wage and immigrant workers. Ellen has a JD from University of California Berkeley’s Boalt Hall Law School and a BA from UC Berkeley.

Dave began his career at Idaho Power Company in 1998 as a Meter Specialist. In 2003 he became a Safety Professional where duties of this position include: safety training, behavioral safety assessments, job hazard analysis, root cause analysis, ergonomics, accident investigations dealing with employees and the public. Dave graduated from Boise State University in 1995 with a Bachelors degree in Marketing. In 2010 Dave obtained his Construction Health and Safety Technician (CHST) and Certified Safety Professional (CSP) certifications.

Peter Wilsey

Mr. Wilsey was appointed as Safety and Health Manager for Region IX in December 2009. Mr. Wilsey is responsible for managing the OSHA Cooperative programs such as the Voluntary Protection Program (VPP), Strategic Partnership Program, Alliance Program and Compliance Assistance Program. Mr. Wilsey has a Bachelors of Arts in Political Science from Northwestern University in Chicago, IL; and a Masters of Science in Industrial Hygiene from the University of Minnesota School of Public Health, Division of Environmental and Occupational Health. Mr. Wilsey joined OSHA in 1996 as an Industrial Hygiene Compliance Officer in Region IX. Mr. Wilsey left OSHA in 2001 to work for the City and County of San Francisco Department of Public Health, Occupational Safety and Health Section. Mr. Wilsey returned to OSHA in 2007 has held a variety of titles, including Compliance Assistance Specialist (CAS), VPP Manager, and his current position.

Ed Yarbrough

Ed Yarbrough is currently a CalTRANS North Region Construction Safety Coordinator. His primary job is to conduct field safety reviews of all CalTRANS Construction projects to ensure contractor compliance with Cal/OSHA Title 8 laws and also to ensure any potential Cal/OSHA Multi-Employer or tort liability is minimized for CalTRANS. Mr. Yarbrough also conducts Design Safety Reviews of projects at the 95% Design phase to ensure that projects meet all safety requirements. He conducts regular safety trainings for all construction personnel, teaching 20-30 classes per year on both general safety and traffic control.

Richard York
Division Administrator
Federal Motor Carrier Safety Administration (FMCSA) Idaho Division

Mr. Richard York serves as the Division Administrator for the Federal Motor Carrier Safety Administration’s (FMCSA) Idaho Division. Mr. York is responsible for management and oversight of motor carrier safety and hazardous materials investigations; and, the FMCSA State Grant Program. Mr. York joined the federal government in June of 1991 as a safety investigator in the Texas Division. His subsequent experience includes employment with the Office of Motor Carrier’s National Training Center, the National Transportation Safety Board and the FMCSA Washington Division. Mr. York is an Idaho native, and graduated from Boise State University with a BA in Secondary Education. He taught in the Meridian School District prior to his employment with the federal government.

Mr. York and his wife Volyn reside in Boise and are the proud parents of two children Georgia (8) and Clint (5).
