Ken Nishiyama Atha was appointed as Regional Administrator for the Occupational Safety and Health Administration in San Francisco by the Secretary of Labor on April 27, 2008. Atha is responsible for administering the OSHA safety and health programs in Arizona, California, Hawaii, Nevada, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands (CNMI). He has direct responsibility of the safety and health enforcement for federal workers, maritime operations, and private sector workers in the territories as well as sites with exclusive federal jurisdiction. With the Mission to protect all workers from injuries, illnesses and fatalities he leads a diverse team of professionals to ensure the State Programs provide workplaces that are free of recognized hazards and that workers have a voice in the workplace.
Prior to his appointment as Regional Administrator, Atha was the OSHA Area Director in Mobile, Alabama with the responsibility for managing the day-to-day operations of the federal program there. In that position he led a team to develop the Maritime version of the OSHA 10/30 Hour Training courses and the Hurricane Katrina response there. He also served as Acting Deputy Regional Administrator in OSHA’s Philadelphia region, as well as Area Director in South Carolina and Assistant Area Director in Appleton, Wisconsin. Atha began his Department of Labor career in 1997 as a Safety Specialist with OSHA’s Milwaukee Area Office.
He is a retired veteran with 23 years of service in the Air Force and Air National Guard. During this time he deployed in support of Desert Storm, Desert Shield, Operation Allied Force, and Operation Enduring Freedom in locations such as Kuwait, the United Kingdom, and France. His last deployment prior to retiring was in support of Operation Deep Freeze in Antarctica.
Atha received his Bachelor of Science Degree from Mount Senario University, has an Associate in Applied Science Degree in Safety, and is also a graduate of the Federal Executive Institute.
Bill has been the Compliance Assistance Specialist (CAS) in the OSHA Boise Area Office since July 2002. Working cooperatively with the Idaho Associated General Contactors, the Associated Builders and Contractors, and local chapters of the Building Contractors Association, Bill has conducted numerous training sessions and outreach events in residential fall protection and hazard recognition for the construction industry.
He has worked closely with URS to establish and implement the Safety Fest of the Great Northwest training programs in Boise, Post Falls, Twin Falls, and Pocatello, Idaho.
The American Road & Transportation Builders Association Transportation Development Foundation (ARTBA-TDF) formally recognized Bill, the Idaho Transportation Department (ITD), and Connecting Idaho Partners for their collective efforts in providing training in Work Zone Safety for ITD and road construction employees.
Bill has also conducted Voluntary Protection Program audits at the Puget Sound Naval Shipyard and the Bangor Washington Submarine Base, as well as in the phosphate industry. Prior to becoming the CAS, he served as an OSHA Compliance Safety and Health Officer for six years. During this time, he conducted hundreds of safety and health inspections in the areas of construction, general industry, and logging across the state of Idaho.
Before joining OSHA, Bill served 14 years on active duty in the U.S. Army as an Armor Officer and was stationed at installations across the continental United States and completed two three-year tours in Germany. In 1993, he left active duty and joined the Idaho Army National Guard. In June 2007, Bill returned from a voluntary 16-month deployment to Afghanistan in support of Operation Enduring Freedom. While there, he worked with ambassadors and defense attachés from five countries, several non-government agencies, numerous coalition senior military officers and civil servants, and high-ranking Afghan government officials in order to establish and run Afghanistan’s first Army War College for senior Afghan officers. Bill is a Brigadier General and has over 33 years of commissioned service in the US Army.

I am currently 60 years old. I worked in the family business during high school and college summers.
I was born and raised on the Peninsula. I went to school in Belmont K-12. I went to College of San Mateo for one year. I was given a scholarship to play football for a small Christian Liberal Arts school in Southern California, Azusa Pacific College. I graduated with a major in physical education and a minor in Bible lit.
After graduation I worked full time for a “consulting” ministry focused on youth ministry for the Lutheran Church. I latter took a job as a youth minister at a church in Southern California. I worked there two years.
My father and uncle wanted me to come back to the company. In February 1978 I started full time at CH Bull. I swept floors, drove truck, cleaned shelves, and learned the business from the ground up. My cousin and I are both 3rd generation owners of the company today with 34 and 30 years of experience.
In the last few years CH Bull has seen a need for developing a new division focused in the area of Safety solutions. Our focus is in the areas of fall protection systems, confined space systems and vertical climbing systems. I am a member of the American Society of Safety Engineers and the International Society of Fall Protection. I am certified by 4 manufactures to install 9 different life line systems. Troy Byington has over 25 years of experience in the Mining and Construction field with the majority spent as a Safety/Loss Control Manager. Officer Jermaine Galloway has been an Idaho law enforcement officer since 1997 and began working for Boise Police Department in 1999. Jermaine has more than 9 years experience in underage drinking, drug and alcohol enforcement. Officer Galloway has worked several different assignments, including: crime scene investigation (CSI), DUI task force, officer mentoring, and as a field training officer. After playing Division One basketball, Jermaine received his BA from the University of San Francisco.
Jermaine has coordinated and led hundreds of alcohol related initiatives. Jermaine is also an Idaho POST certified instructor in alcohol beverage laws, community policing and hate & bias crimes. He currently provides training on alcohol and drug trends, party patrols, alcohol over service, compliance checks, party drugs, Fake ID's, drug concealment, alcohol and energy drinks, synthetic drugs, alcohol laws and other community based alcohol initiatives. Hugh Hoagland is one of the foremost trainers and researchers in electric arc protection. His NFPA 70E and OSHA 1910.269 Training Programs are used by many Fortune 500 companies and governmental agencies including Alcoa, GM, Toyota, Bechtel, DOE, and hundreds of electric utilities.
Hugh has performed and developed testing (by original research and participation in ASTM, NFPA, ANSI, CSA and ISO standards groups) for the electric arc since 1994 and has performed over 25,000 electric arc tests on clothing, faceshields, fall protection harnesses, personal protective gear and rainwear. Hugh holds multiple patents on devices protecting workers from electric arc and has multiple inventions in the area all owned by manufacturers.
Hugh has trained over 80,000 people in arc hazards.
Hugh’s publications are numerous in IEEE and safety magazines and he helped invent most of the arc resistant rainwear materials used today and is also co-inventor of the first arc protective faceshield and an adaptation to a hotstick shield for worker protection. Hugh serves as an expert witness and performs accident investigations.

Amalia Neidhardt has been working for the Division of Occupational Safety and Health (DOSH)-Cal/OSHA for 14 years. The first 9 years she served as a Cal OSHA Enforcement Inspector, conducting and assisting with workplace inspections and accident investigations in various industries. These past 5 years, Amalia has been with the DOSH Research and Standards Health Unit supporting Cal OSHA enforcement inspectors with technical expertise, conducting staff development training, leading the Cal/OSHA Heat Illness Studies and assisting the Division with enhancing public awareness of heat illness.
Mrs. Neidhardt is a bilingual speaker and has conducted numerous employer and employee training sessions in both English and Spanish. Willie Piispanen is the senior director of environmental safety and health (ES&H) for URS Corporation. He is responsible for corporate issues related to industrial hygiene, ergonomics, indoor air quality, employee medical surveillance, hazardous waste training, and environmental compliance.
Mr. Piispanen currently maintains professional certifications as a Certified Industrial Hygienist, Certified Safety Professional, and Certified Ergonomic Associate. He is also recognized as a Graduate Member of IOSH (United Kingdom) and has worked in Canada, United Kingdom, and Sweden. He currently serves as member of the NIOSH National Occupation Research Agenda committee on Construction.

Mr. Jason Smith has an extensive background in training and in the Environmental Health and Safety field. He has been an instructor in the health and safety field for 10 years. He has taught courses required by OSHA and ANSI regulations in some of the following areas: Fall protection, Confined spaces, Tower climbing, Industrial high angle rescue, and emergency evacuation/decent. Courses are given regularly for: General Motors, Ford Motors, Boeing, FAA and numerous others. Besides actual stand up training, Mr. Smith has developed numerous courses and company written programs for compliance with EH&S regulations. This includes the research, organization, needs assessment process, writing of the course materials, and evaluation of developed courses.
For the last 16 years Mr. Smith has worked for MSA Fall Protection formally know as Rose Manufacturing. While working for MSA FP MR. Smith has taught a verity of Safety at Heights curriculums to over 5000 people. He has also been involved in the survey of facilities to identify and classify fall hazards in the workplace. Michelle Steeler has been in the safety field for 16 years and currently works for the Risk Management Department of URS Corporation as a Substance Abuse Prevention Administrator, Return to Work Injury Counselor, and Safety Coordinator for the corporate office. As a part of the SAP Program she is also a Designated Employer Representative (DER) for the company. She is one of OSHA’s Voluntary Protection Program’s (VPP) Special Government Employees (SGEs) and is a Medic First Aid trainer for first aid, CPR, AED and Bloodborne Pathogens.

Monte Stiles served his entire professional career of 28 years as a state and federal prosecutor. For the past 24 years, as an Assistant United States Attorney for the District of Idaho, he supervised the Organized Crime/Drug Enforcement Task Force – a group of agents and prosecutors who investigate and prosecute high-level drug trafficking organizations, including Los Angeles street gangs, Mexican cartels, and international drug smuggling and money laundering operations. Working closely with foreign, federal, state and local law enforcement agencies, Monte has traveled extensively, including multiple trips to Hong Kong and Thailand, and travel to Fiji, Canada, and other countries. In 1995, Monte completed a six-month detail for the Department of Justice in Washington D.C. where he served as Special Counsel to the Director of the Executive Office for U.S. Attorneys. His primary assignments involved domestic terrorism, violent crime, juvenile justice, and narcotics. As a result of his expertise, Monte has taught advanced narcotics and money laundering for the National Advocacy Center in Columbia, South Carolina. He has also been an instructor at numerous international crime seminars, teaching prosecutors, judges, and police officers from Lithuania, Poland, Hungary, Estonia, Latvia, Slovakia, Bulgaria, the Czech Republic, Romania, Montenegro, and Croatia.
One of his proudest personal and career achievements was the organization and implementation of the statewide "Enough is Enough” anti-drug campaign which produced community coalitions in every area of Idaho. Over the past 28 years, Monte has been recognized by various groups for his role in drug prosecutions, drug education, and other community service, including: (1989) an award from the U.S. Department of the Treasury in “recognition of dedication and commitment to the effective enforcement of criminal statutes relating to financial crimes”; (1990) the Idaho Department of Law Enforcement Director’s Award for “exceptional contributions to Idaho’s drug enforcement efforts”; (1995) the United States Department of Justice award for volunteer service in the community; (1996) the Attorney General’s Award for Participation in Litigation; (1997) the Boise River Festival “Pride of Boise” award; (1998) the Organized Crime/Drug Enforcement Task Force award for “outstanding efforts that have materially contributed to the attainment of the highest standards of cooperative law enforcement and justice in the United States of America”; (1999) the Organized Crime/Drug Enforcement Task Force award for “outstanding support, leadership and dedication to the Organized Crime Drug Enforcement Task Force Program”; (2001) the Association of Idaho Cities Boyd A. Martin award “in recognition of exceptional contributions benefitting city governments in Idaho”; the “Seven’s Heroes” award presented by KTVB (NBC’s affiliate television station in Idaho); (2007) recognition from Drug Free Idaho for work in drug prevention and education; (2009) a national Organized Crime/Drug Enforcement Task Force award for Operation Northern Passage; and (2011) the Idaho State Bar Professionalism Award for “outstanding cooperation, respect, diligence, candor and competence" in the practice of law.
Monte received his bachelor’s degree from Brigham Young University. He served a two-year mission in Korea for the LDS Church before completing his law degree at J. Reuben Clark Law School in 1982. In his personal life, Monte has served as a commissioner on the Boise Parks and Recreation Board, as a Scoutmaster, Varsity Scout Advisor, and Explorer Post advisor for a local Boy Scout organization, and as an adjunct professor for 10 years in the Criminal Justice Department of Boise State University. Because of Monte’s passion for nature and wildlife photography, his images have been featured on the cover of magazines and in articles about the great outdoors, which has led to other opportunities as a highly sought-after speaker on the subject of photography, with recent presentations in Phoenix, Arizona, Albuquerque, New Mexico, Portland, Oregon and Hudson, Massachusetts.
Monte is currently the Executive Director of the Idaho Prevention Foundation. Monte and his wife Sandi live in Boise, Idaho. They are the proud parents of five children and seven grandchildren.
Robert “Bob” Topping dedicates his practice to strategic workforce talent development, succession planning, and industry-driven training. His Doctoral dissertation addresses state-of-the-art designs for workplace learning, career education, and workforce talent development. Within his dissertation, he focused on the role of higher education in learning processes, design features, and major issues that affect talent development and succession planning. With that as a foundation, he has done major strategic workforce and succession planning for a variety of organizations in Oregon, Washington, Idaho and Utah. Most recently, he was a key in proposing 21st century workforce initiatives for regional economic development in the Oregon’s Mid-Willamette Valley. Dr. Topping was instrumental in a project focusing on the redesign of the Utah education system. This work was done in collaboration with industry, state, government and education representatives. Dr. Topping has worked to develop, organize, and implement multiple broad-based workforce initiatives, two of which were awarded a “Center of Excellence” recognition.
Dr. Topping is currently the Director, for Industry Based Strategies at Chemeketa Community College, Center for Business and Industry, in Salem, Oregon. He has served higher education as an Executive Director, Campus Administrator and Department Chair. Through effective collaboration and strategic partnerships, Dr. Topping has been instrumental in connecting Career and Technical Education (CTE) to industry, advancing student enrollment and developing innovative training models all of which have received national attention.
Beyond his 18 years of experience at the collegiate level, he brings 22 years of hands-on-experience in the construction industry. During this time in his career, he held a variety positions from apprentice to Field Superintendent culminating in a Project Manager role for multiple complex projects

Mr. Wilsey was appointed as Safety and Health Manager for Region IX in December 2009. Mr. Wilsey is responsible for managing the OSHA Cooperative programs such as the Voluntary Protection Program (VPP), Strategic Partnership Program, Alliance Program and Compliance Assistance Program. Mr. Wilsey has a Bachelors of Arts in Political Science from Northwestern University in Chicago, IL; and a Masters of Science in Industrial Hygiene from the University of Minnesota School of Public Health, Division of Environmental and Occupational Health. Mr. Wilsey joined OSHA in 1996 as an Industrial Hygiene Compliance Officer in Region IX. Mr. Wilsey left OSHA in 2001 to work for the City and County of San Francisco Department of Public Health, Occupational Safety and Health Section. Mr. Wilsey returned to OSHA in 2007 has held a variety of titles, including Compliance Assistance Specialist (CAS), VPP Manager, and his current position.

Mr. Richard York serves as the Division Administrator for the Federal Motor Carrier Safety Administration’s (FMCSA) Idaho Division. Mr. York is responsible for management and oversight of motor carrier safety and hazardous materials investigations; and, the FMCSA State Grant Program. Mr. York joined the federal government in June of 1991 as a safety investigator in the Texas Division. His subsequent experience includes employment with the Office of Motor Carrier’s National Training Center, the National Transportation Safety Board and the FMCSA Washington Division. Mr. York is an Idaho native, and graduated from Boise State University with a BA in Secondary Education. He taught in the Meridian School District prior to his employment with the federal government.
Mr. York and his wife Volyn reside in Boise and are the proud parents of two children Georgia (8) and Clint (5).
